Europe's major rivers, the Rhine, Danube, Po and Loire, have fallen to water levels not seen in living memory, exposing centuries‑old "hunger stones" that warned of famine when rivers ran low. The unprecedented drop is already disrupting freight transport, forcing nuclear plants to curtail output and prompting water‑use restrictions for millions of households.
Historic markers surface as rivers run dry
In the Czech town of Děčín, a stone set in the Elbe in 1417 bears the stark inscription "Wenn du mich siehst, dann weine", "If you see me, weep". The stone has not resurfaced as of 27 August, but similar markers dating from the 15th to 19th centuries have emerged along the Danube, Rhine and other waterways as the water recedes. These "hunger stones" were erected during past droughts to signal that crops would fail and famine was imminent.
One such stone, commemorating the severe 1959 drought, now stands on the Rhine bank near Leverkusen, south of the Wupper estuary. Its appearance has turned a historical curiosity into a present‑day alarm bell for farmers, transport firms and policy makers.
Economic shockwaves from shrinking waterways
Rivers have long been the backbone of European freight. Shipping bulk commodities such as coal, crude oil, chemicals, grain and cocoa by water is both cheaper and greener than road haulage. With water levels too low to navigate, barges are forced to off‑load cargoes onto trucks, raising logistics costs and carbon emissions. The European Union's own data show that half of the EU and the United Kingdom are currently experiencing some degree of drought, while 9 % of the region sits at "alert" level, a combination of low rainfall, depleted soil moisture and stressed crops.
The economic toll is already visible. The Euro‑Mediterranean Center on Climate Change estimates that the 2015‑2018 drought cost Europe €439 billion in lost output, higher food prices and increased energy demand. This summer's water shortage has forced nuclear facilities in France and Romania to reduce output because the Danube can no longer provide sufficient cooling water.
Scientific explanation: a creeping, fast‑acting drought
Hydrologist Massimiliano Zappa explains that the rivers are drying not merely because of scorching summer temperatures but because of a sustained deficit in rainfall. "When the soils dry out, the plants die, the wildfires spread, and the river flow collapses," he told us. Professor Luis Samaniego of data science and hydrology describes the process as "creeping": a lack of atmospheric moisture leads to dry soils, which then translates into a stream‑flow deficit.
In a traditional drought, rain first replenishes soils and groundwater before rivers recover. By the time the heat wave ends, the upstream reservoirs remain empty, meaning the river stays low for weeks or months. Larger river systems, such as the Danube, can remain in deficit long after the weather improves.
Glacial meltwater, once a reliable buffer built up over centuries, is now disappearing at an accelerated pace. "It's like dipping into a retirement fund before you retire, the reserves are being spent faster than they are replenished," Zappa says.
From rare events to a new normal
People born at the turn of the millennium have witnessed a drought almost every other year, 2018, 2020, 2022, 2026, whereas their parents only remembered the severe droughts of 1976 and 1991. A 2020 European Commission report warned that even with a 1.5 °C warming limit, southern and western Europe would face serious drought risk. That limit was breached earlier this year, and July 2024 turned out to be the second‑warmest on record, averaging 2.53 °C above the 1991‑2020 baseline.
Scientists can now attribute specific droughts to climate change. Samaniego's team used hydrological modelling dating back to 1766 to link the 2018 drought to a changed climate. They also note a shift in drought character: "fast droughts" develop within two to three weeks, driven by a combination of rainfall shortfall and extreme heat, unlike the slower, months‑long events of the past.
Recovery, however, remains slow. A single heavy storm does not undo the damage because dry soils repel water, leading to runoff rather than infiltration. "You need two to three months of above‑average precipitation, spread out, to refill the system," Zappa warns.
Infrastructure and water‑use inefficiencies compound the problem
Europe's water infrastructure leaks an estimated 25 % of potable water before it reaches consumers. Only 2.4 % of EU wastewater is currently reused, despite the technical feasibility of turning it into a reliable supply. "We built everything assuming it would last forever," Zappa says, highlighting the need for a systemic overhaul.
Union representatives across the continent have warned that water scarcity will hit the most vulnerable workers hardest. Lower river levels raise transport costs, which in turn increase the price of everyday goods, from food to fuel. In France, more than 40 000 households have already faced tap‑water cut‑offs, relying on tanker trucks and bottled water.
Policy response: the Water Framework Directive and the new resilience strategy
The EU's Water Framework Directive, adopted in 2000, set a target for all water bodies to achieve "good status" by 2015. The deadline has been pushed back repeatedly and is now slated for 2027. Yet only 39 % of surface water meets that standard, according to the European Environment Agency.
Last year the Commission launched a Water Resilience Strategy aimed at closing the gap. The plan focuses on reducing water demand, improving efficiency and restoring natural "sponge" functions of wetlands and floodplains. It also calls for greater reuse of treated wastewater from industry, agriculture and municipalities.
Environment Commissioner Jessika Roswall has stressed that public funding alone will not suffice. "We need to consider the cost of non‑action," she told the World Water Week in Stockholm. The strategy proposes a tiered water‑pricing system that would charge heavy users, large factories and high‑consumption households, progressively more per litre, encouraging conservation.
Implications for workers, consumers and the climate agenda
For European workers, the drought translates into higher living costs and job insecurity in sectors that depend on water. Agricultural labourers face crop failures, while dockworkers see reduced barge traffic and potential layoffs. Energy workers confront plant shutdowns, and logistics staff grapple with longer road journeys and congestion.
Consumers are already feeling the pinch. Food prices have risen across the EU, with cereals and fresh produce most affected. The price surge threatens food‑security goals, especially in southern member states where a larger share of household income is spent on groceries.
From a climate perspective, the drought underscores the interconnectedness of heatwaves, water scarcity and extreme rainfall events. Warmer air holds more moisture, leading to intense downpours that can cause floods, as seen in Germany in 2021 and Valencia in 2024, but also leave long dry spells in between.
Looking ahead: the need for a European water pact
Global freshwater demand is projected to outstrip supply by 40 % by 2030. Zappa warns that a shortage of water will cascade into shortages of drinking water, food, energy and biodiversity. He argues that Europe must move from fragmented national policies to a coordinated European water pact that aligns pricing, investment and conservation measures.
Such a pact would require substantial private investment, as Roswall suggests, but also robust regulation to prevent market abuse. Critics caution that higher water tariffs could disproportionately affect low‑income households unless safeguards are built in.
Nevertheless, the consensus among scientists, unions and many policymakers is clear: without decisive action, the historic hunger stones will become a permanent feature of riverbanks, marking a continent that failed to safeguard its most essential resource.
As the ancient warning reads, "If you see me, weep." The question now is whether Europe will heed the call and act before the next stone is set.
