The Military Informant Telegram channel reported that Byuro‑1440 is "struggling with serious problems involving the second batch of satellites launched in July". The channel added that one of the seventeen satellites from the first batch has already fallen back to Earth, two are stuck at 350‑360 kilometres, and the remaining fifteen are stable at 511 kilometres.

The second batch fared even worse. All sixteen satellites are positioned significantly lower than the first batch, none having risen above 390 kilometres. Six of them are trapped between 290 and 340 kilometres and are already descending. The lower orbit reduces the coverage area of each satellite, meaning that the total number of satellites required to match Starlink's service would have to be dramatically higher, a prospect that Russia's modest production capacity cannot meet.

Starlink, operated by SpaceX, already has more than 10,000 operational satellites in orbit, with plans to launch thousands more. By contrast, Russia's public roadmap called for 156 Rassvet satellites by the end of 2026, 292 by 2027, 610 by 2028 and 900 by 2035. The current trajectory suggests that even the 156‑satellite target will be missed, leaving the system far too sparse to provide reliable broadband across the vast territories Russia occupies in Ukraine.

Implications for the war in Ukraine

From a military perspective, a fully functional Rassvet network would allow Russian forces to control drone operations over the entire occupied zone without relying on foreign satellite providers. At present, Ukrainian forces use Starlink‑linked drones to conduct reconnaissance and strike missions over their own territory and in occupied areas, benefitting from the high‑resolution video feed that the commercial constellation supplies.

If Russia could field an indigenous satellite system, it would be able to operate its own unmanned aerial vehicles (UAVs) and command‑and‑control links across the whole of Ukraine, potentially neutralising the advantage that Starlink gives Kyiv. The technical setbacks mean that, for now, Russian forces remain dependent on older, less resilient communications infrastructure and on limited access to commercial satellite services that are increasingly being denied to Russian users.

Analysts stress that the failure of Rassvet‑3 does not alter the broader dynamics of the conflict, but it does remove a potential lever that Moscow hoped would tilt the balance in its favour. Escalating air raids on Kyiv and surrounding areas
