Each window lasts roughly one to one and a half hours, offering intermittent high‑speed data links that could be used by Russian forces for command, control and unmanned‑system guidance.

Launch cadence and constellation size

Since 2023 the programme has placed twenty‑one satellites in orbit, as recorded by the Satellitemap database. The first batch of sixteen satellites was launched in March 2024, followed by a second batch of sixteen in July 2024. A further sixteen are scheduled for launch in the autumn, with windows projected for October or November. The emergence of a Russian sovereign satellite network raises concerns for European defence planners. A system that can be activated over contested areas could shift the electronic‑warfare balance, especially if coverage expands into the Arctic where many NATO early‑warning radars are located. EU member states hosting NATO radar sites may need to reassess the vulnerability of their communications infrastructure.

Analysts suggest that kinetic anti‑satellite strikes would create hazardous debris, threatening other space assets. Russian officials describe the programme as a safeguard against Western digital hegemony and argue that a domestic system is necessary for sovereignty. Critics contend that the resources devoted to a parallel satellite network could be redirected to domestic priorities such as modernising the power grid, expanding broadband in remote Russian regions or alleviating economic hardships.
