The European Union announced on 1 September 2026 that the Russian mission to the EU in Brussels must reduce its staff to a maximum of forty posts, not counting the head of mission. Malayan’s profile

Karen Malayan, 55, arrived in Brussels in 2015 as a junior diplomat attached to the Russian embassy. He was appointed chargé d’affaires ad interim in March 2024 after the previous ambassador was recalled. Married with one child, Malayan maintains an active presence on Facebook, Instagram, LinkedIn, OK.ru and X, where he repeats Kremlin statements and promotes cultural events for the Russian community.

Reactions from Moscow and other actors

A spokesperson for the Russian Ministry of Foreign Affairs said Malayan fulfills his duties in line with international law and the norms of diplomatic engagement, and that the staff reduction does not affect the quality of Russia’s representation in the EU.

A senior analyst at the European Policy Centre warned that Russian diplomatic missions have been used as hubs for intelligence‑gathering, cyber‑operations and influence campaigns, and that reducing staff limits the number of people who can operate under diplomatic cover. NATO has prohibited Russian military attachés from attending its headquarters in Brussels and has increased monitoring of Russian diplomatic traffic.
